Changed the "per hour and level" because earlier in the sentence it is said "fore each level"

It was confusing, an people could think each one population gives +n prod and science (where n is the total level) so that a planet with n population would have +n^2 production and science, whereas in fact each population gives +1 prod and and science, so that if you um up all the levels, you get +n prod and science, not +n^2.
