Increment Per HourHow many points you get per hour.This means that the more points you are getting per hour, the faster you will achieve the next Level - as such points per hour can be increased with their respective building:
So the more Galactic Cybernets you have, the faster you will attain the next level of Culture. The more Research Labs you have, the faster you will attain the next level of your chosen science. The more Hydroponic Farms you have, the faster you will attain the next level of Population (provided your level of Social Science is high enough).
